That's right - the image is too small for the resolution of the monitor.
See resolution of the monitor is to right click and fix a blank spot on your desktop, then click the Settings tab. The resolution of the monitor is set to be displayed. It is a cursor that changes. The higher the value, the bigger the screen, including what other parts of the window, as it seems. But over the screen resolution is less pleasing to the eye screen.
If you are stretched so a small box and is ready, you get what you see now. If the center of the small picture, you only get a small picture in the middle. If you brick, then repeat on the screen.
In choosing the wallpaper, select the image size, like 1024x768, with that which is consistent as a screen resolution.

If the image is small and tries to fill the entire screen, it may be the reason. The photo is really stretching, and why we are looking blurry. Try a picture can get when you click you will see a larger version.
Some backgrounds are not as Webshots pictures, unless you are using to download their software. Others, simply right-click and then click "Set as Wallpaper" or "Set as Wallpaper".
